How to enable error display and logging in php.ini?

I have been trying to search for a way to enable error log in PHP without php.ini file. I don't have access to the file since I am only working on a specific module for the website. To get full access of the server, I will have to explain in detail to the client, which will be a pain for me. Is there anyway to do it?

The problem is when setting the error log in the script is if there is a fatal error, nothing will be logged as the script will exit without executing the call to log errors.

A possible way around this is to set up your own error handling or set up a testing server so that you can control the ini file.
