problem of fopen()

I transfer a web-site from one PC to another PC.There is a problem in one page which use fopen() function.Do User need permission to use fopen() to open some text file???
Bottom is the error message

Warning: fopen("./dns_temp/dns.me", "w") - Permission denied in /usr/local/apache/htdocs/ip/modify_action.php on line 425

yes, you'll need to chmod both the holding folder and the file to allow write permissions for other.
