What do you exactly mean? If you want to create forum integrate with your site first of all you should install forum engine (e.g. MyBB or phpBB) on subdomain or catalog on your site (e.g. "www.domain.com/forum" or "forum.domain.com"). Then you can add link to your forum on your site.

You can now easily put forum on your website for free. There are several websites who provide this service and have no charges at all. You will need to sign up on that website and get the forum from there for your website. Although your forum will work properly but they will absolutely place an ad of there website on that forum so that it may be an identity that this free forum has been taken from their website.
