I am looking for Encoding type of the link in above example. A link is encoded to
viooz*401717b4c50d526fb6a6cc19150c106efd2030858dacb96833e3690d09369eec40d561b2d6ff2211961bf69bc37d82c200d1716062f0d70f2a8c901d0fd20297e9a2db13edadca0fbc0006d668a4f2b1f153d4fbb20dff07ade9d14aeb479513
Any idea which encoding are they using? I have tried base32 and base64 encoding but this is something different.

Why do you think that it is encoding? It can be compared with the database on the server and redirected to the specific document / source. It looks like md5 :)

Actually I am not a PHP guy, I am a .net developer. But I didn't understand why it is starting with (viooz*) How can I make a link like that in PHP with the website name and star(*) at the start. My boss want me to do this.

a few things...
1) md5 has is 32 characters
2) It is most likely a proprietary hash of the path and file name. they're prepending 'viooz' which appears to be the domain name where the file is stored; most likely to make it easier to identify others trying to use their videos/players without their permission.

Actually files are not saved on their server, They are saved on Google Picasa. The reason they are encoding their links because Google will take it just some random encoded link but will not have encoding definition to decode and go to that original video link. This way they are saving their links from other websites and also from Google.

Finally I have decoded viooz* and watch32* links.
the above viooz*some_encoded_link is decoded to https://picasaweb.google.com/1070859010163107157
