The most important question here is, what types of images are you accepting?

Are you going to accept just JPEGs? Or do you want to accept the big 4 (bmp,jpg,png,gif)? Do you want do deal with even more types than that?

There is a way to do this in PHP without assisted libraries but its easier to use the SimpleImages package.

It allows you to easily resize a variety of formats to any size, and still maintain aspect ratio.
