Super Noob losing his mind

Just finished learning HTML/CSS with no problems at all and then I started on PHP and it's like I'm an idiot. I've tried EasyPHP,XAMPP,WAMP, installing Apache&PHP individually, but can't even get "hello world" on the screen. The HTML parts display fine but I've gotten several types of errors with each setup.

OCI.dll not found by php-win,exe

CLI.exe not responding

Apache 2.2.x needs to shutdown

.php files load up as if they're downloads from another computer

Just to name a few, and I can't even get IIS 7 installed. I have Win Vista and IIS comes with it but needs to be installed but the progress bar never goes up.

Please help and remember I know close to nothing about this area so I need as much detail as possible

If you wouldn't mind I could set up EasyPHP in your PC via TeamViewer.
It would be much easier to show you "HOW TO" than to explain

Sorry I just replied to your post on my other question. I installed IIS7 because it came along with the Vista I'm running. Does EasyPHP use Apache? I can't remember. Should I switch over to Apache and ditch IIS or does it matter? I'm so clueless in this area of programming and I'm getting so frustrated. Please help.

Easy PHP would give you local server with everything you need for starters (and starter road is very loooooooong) :D you wouldn't need to install anything else.
It's good for both, learning and developing 8)

Ok, I'm down for trying EayPHP if you want to help me. I'm new to this site so I don't know how to use the team thing you mentioned. If you would just let me know what I have to do on my end, we can do this next time I'm on the computer. Unless you can do it without me.

Ok, I'm down for trying EayPHP if you want to help me. I'm new to this site so I don't know how to use the team thing you mentioned. If you would just let me know what I have to do on my end, we can do this next time I'm on the computer. Unless you can do it without me.
