Not trying to be a smartass, I am actually pretty good at that.. but your first issue is Windows.
I would say that you should uninstall PHP, clean out all entries in http.conf and remove them from any configuration include directories and try it again.
The other thing you should probably look into would be the %PATH%.
If you really would like to get into developing on an environment that provides more than 70% of the Internet, install VMWare, and then any distro of Linux you want to play with and code it up that way. Just my $0.02 worth.
Otherwise, you're going to have to make special adjustments here and there for your PHP scripts to work with the silly way Microsoft deals with drives and filesystems.
