Hi!
I'm recommend to you next:
1) Use Installation of PHP (Use Installer);
2) UnZIP and copy to install dir.
3) Configure php.ini
Thats all.
And once more non't forget that some library not support in IIS :!:

Actually you not have a broblem with php than you copy .ZIP distribute over .EXE
I tell you that you may problem with IIS.
"Sex,Drugs and Rock&Roll " replaced at "Sucks,Bugs and Plug&Play";
