Apache startup after configure

I have installed apache, php and sybase on Sun Solaris8

When startup apache server it give error

% /usr/local/apache2/bin/apachectl start
(13) Permission denied: make sock: could not bind to address [::]:80
no listening socket available, shutting down
Unable to open logs.

I know there is an error, but I don't known what it mean and how to fix. Can anyone help?

I agree it is the permission setting, but after reading throught documents you supply. I have no idea how to perform this permission setting. where to start?

I did try to configure the PHP without sybase, the result is OK! apache can startup, my php and html files all working fines.
With sybase than it show this error message. So permission setting to which directory?

You also mention something about the multiview setting in httpd.conf file, but inside have a lot of "options" setting. Which one should I change?
