vBuletain is free , but just demo version... without private messages etc.
fullversion with support cost 70$ (might be)

A short while ago I would have agreed with phpBB
but now my preference is invisionboard.

what do you need exactly??
If you want we can try to make a secure login system with cookies and sessions.
Never done that, but could be fun!

Invision Power Board is my choice because of high security, code in well structure and easy to understand. But be aware with XSS hole, IPB allows .swf uploading :idea: :roll:

invisionboard have done a marvellous job on restricting the db calls per page call and thus get my vote.
