assuming you have a mail server, and a database containing email addresses and birthdays, everything you need to know should be contained at http://www.php.net/pdo (for database interaction) and http://www.php.net/manual/en/function.mail.php (for sending mail) You're going to have to show some code to get any more specific help than that.
