Retrieve a stat from a different URL

I am running a Wordpress website for a firefighter fraternal organization: showmefools.org. What I am having difficulty wrapping my head around adding a plugin that would look at this URL http://apps.usfa.fema.gov/ffmem/ffmem_r ... _year=2012 and counting the number of entries (which today stands at 10) and placing that total into a small plugin that updates when there is an update to the number.
