dynamic scrolling text... how this could be done?

The easiest way is to use a marquee. This might be IE only, so be careful using a method that might not work for everyone..
try this.

echo "<marquee align='middle' behavior='slide' ";
echo "direction='right' scrolldelay='5'>";
echo $str_text_from_sql;
echo "</marquee>";



hope that helps, let me know.
(this assume you took your text retrieved from mySql and stuck it in a variable name $str_text_from_sql; use whatever variable you want, or stick the text in the however you like.)
