ERROR 2003 on Windows2k

I use Windows 2000 Professional and MySQL 4.0.18. After a few times of starting Windows, MySQL has not been loaded. When I run the command mysql.exe, it has generated an error: ERROR 2003: Can't connect to MySQL server on 'localhost' (10061). I had had the same error on the other PC running Windows 2000. On WindowsXP, it does not matter. Could you help me fix this error ?. Thank you very much!

You need to make sure that the service is started!

- To initialize the server

* c:\mysql\bin\mysqld --install

- To test whether or not it is working

* c:\mysql\bin\mysqlshow

Also make sure you have a my.cnf file in the root....

Thank U very much, I remember that I had deleted 'mysql' database by phpMyAdmin because I think that it is unneccessary. I have reinstalled MySQL and add a my.cnf file. It is good by now.
