download one more time from mysql apache php official sites.

for MyQSL shutdown use winmysqlandin.exe

You can find the Services Option in Administrator Tools. You can stop MySQL Service from there. This is the easiest way to shut down MySQL Service.

proper way to shutdown is mysqladmin -p -u root shutdown
