localhost loading while already running apache and mysql

hi, can anyone tell me to solve this. my page for http://locahost is loading while my apache and mysql already running. many times i already close IIS but then its still not working..my friend said that my file for php.ini have a conflict but i dont how to solve that...can anyone tell me?
