external css stylesheet doesnt work

Since i have starting IIS with my php 5.2.17 i cant use external stylesheet. I have tried on other computer ,without changing the code, and it was working so i know the problem isnt my code.
Furthermore i cant display any images.......

I think the problem is in my php.ini but i searched and but without result..

The stylesheet shouldn't have anything to do with your php.ini file, but to test that, create a plain html file and try to use the external stylesheet. If it doesn't work, I'm guessing it's most likely a setting either in your browser or in IIS.
