err I think that their is one called "Paint shop" which is a free alternative to Adobe Photoshop (which costs a lot (£569.88 if you live in UK or $649 if you live in US. See how the UK get ripped off $649 = £327.64, ripped off by £242.24), they do give a 30day full trial)(*cough* the full one can be found online though *cough*).
PSpad is good for coding scripts.
The best way is to use a pencil and paper then logicly working out how you could convert it to html + images.
