A suit today was struck down by the federal district court challenging Congress' ban on a Commuter Tax on people working in DC from surrounding states. They said Congress is the only one with the authority to change this law as the Constitution gives Congress authority over the District. Since it is beyond obvious that Congress will never let DC charge a commuter tax, what is DC to do? I say they should be like London and charge every car that drives in the central district during business day times (or however it works) or put tolls up on all roads entering the district. Thoughts?
