Give Admin ability to edit users?

Hi,

I am very new to php and I am developing a website. I know this is probably a very stupid question, but how do I give the Admin the ability to delete/edit users in the database.

I have already created the admin side that displays all registered users in the DB into a HTML table.
But I want to put 2 links beside each user to delete and edit the user.

Can anyone point me to a book or tutorial that implements this ability?
