Fatal error occur using CakePHP

I am working on one of client maintenance project. This project using cakePHP 2 framework.

If I run the site I got below error,

Fatal error: Class 'Debugger' not found in C:\xampp\htdocs\zuha\app\Controller\Component\SslComponent.php on line 27

Please help me .

I am using php 5.3.1 xampp server.

You need to find why class Debugger is missing.
