Arabic Language Mail Support

Hi sir,
For my Saudi Arabia client, multi language mail support problem
in their pc, they are not able to view arabic content instead of that they are getting encrypted symbols for arabic.I want to know how to fix this issue.It must not like install software or change setting in pc like that.I want to know how to do it in php

Well you off topic. They should have selected the language when the installed the windows. How ever there should be an option in the control panel to change the language.
