How to make php newsletter scripts?

I looking for a PHP newsletter program. Preferrably one that uses MySQL as the database. I'd like for it to have some list handling functionality, and if possible, some link tracking - so you can see who's clicked opened the emails and clicked on the links.
From my search ,I found some php newsletter project at PHPKode.com,but which one is suitable for me?

Any suggestions?

You have an easier solution. Take an API from a web based platform with teir own servers and develop something.
