Is it possible to query MYSQL databse uploaded to a site using a windows program?

Like i will open a program from > Start > All Programs > Products Management System
Than I will be able to make changes to the MYSQL database uploaded in my website

Is it possible?
If yes, how?

there is a free version which works really fine.

On your host there should be an option to add your computer ip (remote host) . If you have a dynamic ip it will not a problem
using a service such this http://www.no-ip.com

It is a very good program actually..
I'm keeping it for reference and study ..

But i was looking for something like a programing tool like PHP to query MYSQL database uploaded online but i want it to be user friendly and can be installed in the machine without the need of installing a local host, PHP or MYSQL Server

The general Idea is some of my clients complaining about the double work they are making while updating the data in their machines and the data online.. That's why i thought of making it easier for them by leting them to make one change only using the idea above

Any suggestions I will be very grateful
