Using PHP, is it possible, (without reading a file) to redirect a user to a different page without ending the php program and staying connected to their browser?

Staying connected in what sense? A browser can only read one file at a time, and then it ends the connection. You could try using a header, but you are in effect running another script (unless you don't exit the first).

You could include another file into the script.
it's not redirecting, but you can insert another file at that place.
