php -v takes 5 secs to run

php -v takes 5 secs to run

Hi all,

A system running fine for months all of a sudden began timing out scripts. It turns out that PHP itself is taking over 5 secs to run, as shown below. Top shows no increase in CPU while the command runs.

Rebooting did not help. How to troubleshoot?
