users location and figuring out kilometers

I am looking for more information on how to get the users location from their IP and also as seen on many sites the ablity to show relevent information based on a kilometer radius from the users location

I am assuming this is a service i have to buy into to use but would be great if it is something I can either create using a compiled database ............ any information would be great

you can use geoplugin.It is a free plugin and will get the User location Information using their ip address.
