I'm Very Novice but Wondering How I can Make a SimilaFlyout

Hi everyone,

I was wondering if anyone could so kindly share with me how I could make a flyout similar to the one on this forum when I hover over the "Login" link??

I'd like to do something similar for a classifieds program I have and I know almost nothing about PHP but I'm working on learning it and if anyone could let me in on how to do this flyout (and if it's going to be difficult) I'd greatly appreciate the help and I thank you all in advance!!
