How to integrate Eciplse (PDK) to Apache

I am working in Kubuntu 11.4 and I am new in PHP , I just want to use eclipse because I use it for java and c++ , so I found it easier to work in Eclipse INDIGO and add PDK. I installed Apache on my system and tried to change .configure file to add /home directory to it (Because I can not use www directroy as workspace in Eclipse - if i try to do that I'll get error) . Because of documentation mentioned that I have to restart Apache, I tried " apachectl -k restart " under the following directory : /usr/local/apache2/bin .

But I get the following error:
/usr/sbin/apachectl: 146: /usr/sbin/apachectl: /usr/sbin/apache2: not found
Action '-k restart' failed.
The Apache error log may have more information.

I just tried to make simple php file and the go to my workspace and then dubble click to open it in mozilla but nothing happenes. Just not found error.
