How do I get rid of url encoding (all the % things)?

I am passing variables from one script to another. PHP isn't cleaning the url encoding. My variables have all those %this and %that substitutions. Is there an easy way to change all the %thingies to the correct format, you know what I mean? Thanks in advance.
