Once you reach the maximum number of available records( which is the last page), you should not increase the counter or fetch more records. Whenever you click next, make sure you are not incrementing the page number beyond the last page.

The same idea can be used for "Previous" page.

somehow PHP is not able to see the mongo class. Please make sure your mongo installation is correct and run php info() to see if php is recognizing your mongo installation.

Well, PHP works beautifully with MySQL. SQL Server is ok but you might hit certain roadblocks for which there may not be many people who can help you out. On the other hand, MySQL community is quite big and the product gels with PHP very well making it easier for a developer to concentrate on coding...

php is a server side scripting language, so you cannot get anything directly like a clock without having code for that. What I think you want is a client side stuff and "yes", for that you need to use something like jquery.

right after $email_status = mail(), add the following:
$error = error_get_last();
Now print this $error and see what is going wrong.

Also, please check if you have any anti virus running on fc16, sometimes these may interfere with flush()
