Why do you think that it is encoding? It can be compared with the database on the server and redirected to the specific document / source. It looks like md5 :)

Open file "test_pro.php" , look at line 17 - some $a is used but not defined ( for example $a++; but no $a=0; before)

For example:
save newest date in MySQL table, if the post is newer then insert it into database and update newest date in database ,..
and load RSS by some XML class ( simplexml_load_file or simplexml_load_string could be enough)
