Ideally it should be in the root folder but if the files to be included contain some sensitive data then the best practice is not ti place it in the root so that hackers may not exploit it.

Notepad++ and Dreamweaver are the best. Additionally PHPstorm is also very good and is used by leading PHP developers in all over the world.

First of all Its a valid PHP code. It will show the following output:

I would suggest you to use ternary operators. It will definitely reduce the lines of code.
