Could you explain 'running'. PHP scripts only run when a user makes a request, so its not like a windows program that runs all the time. If you mean disabling, I would create a secure (pass protected) page which lets you disable / enable the script. So: Protected page will update a mysql table. When...

For building pagination scripts, I would recommend using Javascript + Jquery.
Create an array in PHP that holds all the info for all the pages.
And loop through that array in Javascript when a user clicks next.

to hide it on start : css-> visibility: hidden;
To show it, use scriptaculous or jQuery.
Thats by far the easiest and best way.
