Found a great csv import program written in php, if anyone else has any need for it. Here's the url to download it: http://www.planet-source-code.com/vb/scripts/ShowCode.asp?txtCodeId=768&lngWId=8 I used it for the zip code file I found off the internet and downloaded into mysql database.

Swirlee,

I agree to a certain extent. But most php freelancers are just those who have other careers in something else and so are just designing websites as a hobby or trying to make some quick money on the net. So, development is not in everyone's fortay.

Your best bet is to grab the system timestamp and then compare for each value. Try hotscripts.com to find a script that has already been written.

I would suggest downloading a copy of the mySQL-Front application. It is the easiest way I've found to manipulate and track the data in my tables.

You can use a text file and I would use the fopen(), fread(), etc, etc... php commands for reading and writing to the file if that's all you are doing. Search google or http://www.phpfreaks.com for the commands and see the examples associated with them.
